Wireframe structures

In the wireframe architectural style, this modern leisure park with seven-screen cinema, Old Orleans restaurant, Pizza Hut, Megabowl, Canons Gym and various bars and Heros nightclub, has tried a modernistic synergy with the maritime past and present of Plymouth by using open-framed sail-like structures. Instead, they have managed to achieve a synergy with the empty frames of the gas storage cylinders. Surely this wasn't done on purpose? What role the architect?
